Yapı kültürünü çoğu zaman değerler üzerinden tarif ederiz. Ancak bir organizasyonun içinde gerçekten olan, başka bir yerde oluşur.
Kültür; tekrar eden davranışların ve onların ürettiği sonuçların toplamıdır. Bu davranışlar niyetlerden çok uygulanabilen sistemlerle şekillenir.
Sistem neyi gerçekten optimize ediyor?
Kararların nasıl alındığı, performansın nasıl ölçüldüğü ve neyin ödüllendirildiği, beyan edilen değerlerden daha güçlü sinyaller üretir. İnsanlar sistemin gerçekten neyi optimize ettiğini hızla öğrenir.
Anlatmak yetmez. Davranış tasarlanmalıdır. Fakat her davranış problemi bir sistem problemi değildir; bazen mesele insan ile bağlam arasındaki uyumsuzluktur.
Doğru eşleşme
En iyi tasarlanmış sistem bile yanlış eşleşmede sonuç üretmez. Kültür konuşularak kurulmaz; sistemle şekillenir. Ama sistemin çalışması için doğru eşleşme gerekir.
We often describe organisational culture through values. Yet what actually happens inside an organisation is shaped somewhere else.
Culture is the accumulation of repeated behaviours and the outcomes they produce. Those behaviours are shaped less by stated intentions than by the systems people actually work within.
What does the system really optimise?
How decisions are made, how performance is measured and what gets rewarded send stronger signals than declared values. People quickly learn what the system truly rewards.
Explanation is not enough. Behaviour has to be designed. Yet not every behavioural problem is a systems problem. Sometimes the real issue is a mismatch between the person and the context.
The question of fit
Even a well-designed system cannot produce the intended result when the fit is wrong. Culture is shaped through systems, but systems work only when the fit is right.
